Heads-Up for the September 7, 2016 Park Board Meeting

5:00 P.M.  REGULAR BOARD MEETING.  The meeting will be held in the boardroom at Park Board headquarters, 2117 West River Road, just north of Broadway Pizza.  Visitors to Park Board meetings can find at the back of the meeting room the agenda book with all the printed materials for the meeting

5:30 P.M.  OPEN TIME.  Speakers can call 612-230-6400 before 3:00 p.m. the day of the meeting to sign up or they can sign up at the Board meeting prior to the start of “Open Time”

Some agenda items of interest are:

–Resolution Requesting the Board of Estimate and Taxation Set the Maximum Property Tax Levy for the 2017 Budget at an Estimated Amount of $59,745,000, an Increase of 10.0 Percent, to be Allocated to the Park and Recreation Levy in the Amount of $58,013,000 and the Tree Preservation and Reforestation Levy in the Amount Of $1,732,000

–Concurring with the Finding by the Federal Transit Authority that the Metro Blue Line Light Rail Extension Project Will Have a De Minimis Impact Under Section 4(F) of the Transportation Act of 1966 on Theodore Wirth Regional Park and Glenview Terrace Park, Provided that the Minneapolis Park and Recreation Board Continue to be Involved in the Ongoing Design of the Project, that Mitigation Efforts Identified in the Final Environmental Impact Statement be Constructed, that the Plymouth Avenue Station be Constructed, that Concurrence Does Not Limit MPRB’s Ability to Negotiate Compensation for Land Required by the Metropolitan Council to Construct the Project, and that Concurrence Does Not Limit MPRB’s Ability to Accept or Decline Any Offer of Compensation for Land

–Approving Section 106 Memorandum of Agreement Between the Federal Transportation Administration and the Minnesota Historic Preservation Office, for Which the Minneapolis Park & Recreation Board is Identified as a Consulting Party, Related to Adverse Impacts on Historic Resources Within the Grand Rounds Historic District by the Bottineau Light Rail Transit Project

–Approving Donation Agreement Between the Minneapolis Park & Recreation Board and the Loppet Foundation Allowing the Loppet Foundation to Construct the Adventure and Welcome Center and Related Utilities at Theodore Wirth Regional Park According to the Schematic Design Approved by the Board of Commissioners on August 19, 2015 and Plans Prepared by HGA, Inc. And, Upon Satisfactory Completion of the Construction, Discharge of Any Liens Related to the Donation, and Receipt of a Certificate of Occupancy from the City of Golden Valley, Requiring the Loppet Foundation to Donate the Adventure and Welcome Center Building and Related Utilities to the Minneapolis Park & Recreation Board

–Approving the Operating Agreement Between the Minneapolis Park & Recreation Board and the Loppet Foundation Allowing the Loppet Foundation to Provide Programs and Activities Related to Winter Recreation at Portions of Theodore Wirth Regional Park and Other Areas of the Minneapolis Park System and Summer Recreation at Portions of Theodore Wirth Regional Park

–Approving the Lease Agreement Between the Minneapolis Park & Recreation Board and the Loppet Foundation Allowing the Loppet Foundation to Lease the Adventure and Welcome Center at Theodore Wirth Regional Park for the Purposes of Supporting Programs and Activities Related to Winter and Summer Recreation

–Awarding Construction Contract to Duininck, Inc., in the Amount of $826,900 for the Theodore Wirth Park Golf Course Renovation Project, Per O.P. No. 8264, Authorizing Administrative Use of a 10% Construction Contingency Up to $82,690 for Necessary Construction Change Orders that May Arise with the Contract, and Approving an Allocation of $1,000,000 from Enterprise Fund Reserves, Increasing the 2016 Fund Budget from $9,468,696 to $10,468,696

— Authorizing a Third Amendment to Professional Services Agreement No. C-38822 with HGA, Inc. to Revise the Scope of Architecture, Landscape Architecture, and Engineering Services for the Wirth Adventure and Welcome Center While Retaining the Contract Total of $532,427.00.

–Awarding a Construction Contract to Park Construction Company, in the Amount of $1,146,500 for the Wirth Adventure and Welcome Center Site Work Project, Per O.P. No. 8321, Pending Approval by City of Minneapolis Purchasing & Procurement and Civil Rights Departments and Authorizing Administrative Use of a 10% Construction Contingency Up to $114,650 for Necessary Construction Change Orders that May Arise with the Contract

–Community Engagement Plan – Calhoun Refectory and Grounds Study

–Community Engagement Plan for the Stabilization of Bridge 93844 at Columbia Park

–Authorizing the Use of the Cooperative Purchasing Agreement Bid by the Houston Galveston Area Council PR #11 – 14 to Purchase Play Equipment and Related Installation Services Valued Up to $192,809 from Flagship Recreation for Improvements at Powderhorn Park, and Authorizing Administrative Use of a Construction Contingency Up to $15,000 for Necessary Construction Changes that May Arise with the Project

–Amending the Minneapolis Park and Recreation Board Rule Section 2 to Include New Language Regarding Decorum at Meetings

Also of interest and now available to the commissioners and the public are the monthly reports that Superintendent Miller has initiated for construction permits and for Planning Department projects. The availability of these reports is one of the important changes instituted by Superintendent Miller. They are normally in the agenda packet for the first regular meeting of the month.
