On October 9, 2013 Edward A. Abrams, on behalf of FERC, wrote to Crown Hydro’s Thomas Griffin giving him the following instructions:
“Within 90 days of holding your joint meeting, please file a detailed schedule for conducting or otherwise responding to all study requests, developing a draft amendment application, soliciting comments on the draft aplication, and filing a final application for Commission approval.
