Crown Hydro Writes FERC about Public Meeting

The following letter has been sent to FERC, informing FERC that Crown Hydro is scheduling a meeting for public input “regarding the development of an application for amendment of license for the Crown Mill Hydroelectric Project, FERC Project No. 11175 (‘Project’).”

The meeting is to be held on Tuesday, November 26, 2013, from 3:30 to 5:00 P.M. in the Pohlad Hall of Minneapolis Central Library.  The meeting agenda is listed at the conclusion of the letter.

It is important to note that the letter’s author fails to qualify the Crown Mill Project with the word PROPOSED.  This project is only a PROPOSED project and at the moment, it is a stalled PROPOSED project.

It is important for those who have concerns about this project to share those concerns at this meeting.

MPRB attorney Brian Rice has previously written to Crown’s attorney, saying that Crown is not providing adequate information about this meeting and about the proposed project (see previous post).

Re: Notice of Joint Meeting to Discuss Amendment for the Crown Mill Hydroelectric Project License, Project No. 11175

Dear Secretary Bose:

Crown Hydropower, LLC (“Crown”) is submitting to the Federal Energy  Regulatory Commission (“Commission” or “FERC”) this notice of its scheduled joint  meeting for purposes of consulting with resource agencies and the public regarding the  development of an application for amendment of license for the Crown Mill  Hydroelectric Project, FERC Project No. 11175 (“Project”). In a July 15, 2013 letter,  FERC Staff recommended that Crown conduct an extensive pre-filing consultation  process for its proposed license amendment. In deference to FERC Staff’s  recommendation, Crown is proceeding diligently with a consultation and application  preparation process that will fully support the ability of the Commission to review and  adjudicate all aspects of the proposed amended project. In this regard, Crown notes  that it has scheduled a joint meeting for Tuesday, November 26th at 3:30pm at the  Minneapolis Central Library. The site of the joint meeting is convenient to interested  parties because it is located in downtown Minneapolis, one mile from the site of the  Project. The agenda for the meeting is attached.

Crown arranged to have public notice of the meeting published in the Minnesota  Star Tribune on Saturday, November 9th. In addition to inviting the public to participate  in the November 26th meeting, the public notice directs interested parties to  crownhydroproject.com, a website that Crown established that contains information  regarding the Project and that solicits comment on the proposed Project as amended.  As requested by the October 9, 2013 letter from Commission staff, Crown will  submit to the Commission, within 90 days of the joint meeting, a detailed schedule for  conducting or otherwise responding to all study requests, developing a draft  amendment application, soliciting comments on the draft application, and filing a final  application for Commission approval.
