Transcript Of The 911 Call That Gurban Ordered A Park Staff Person To Make
Transcript of 9-1-1 Call, 06/08/05 at 6:33 p.m. bringing 3 squad cars to Pearl Park, 414 Diamond Lake Road East, to stop candidate Jason Stone from handing out campaign literature.
Operator: Minneapolis 9-1-1. Do you have an emergency?
Caller: Um, yes.
Operator: What's the address of the emergency?
Caller: 414 East Diamond Lake Road.
Operator: Okay what's going on?
Caller: Um, I'm not sure. The superintendent of the park system just came over to me and said that he needs the police dispatched to Pearl Park immediately.
Operator: Okay.
Caller: He's the superintendent.
Operator: Okay what is your, your first name?
Caller: Liz.
Operator: Phone number you're at there?
Caller: Ah, 612-370-4906. [Pearl Park Rec Center office number]
Operator: We'll get them out there. Thanks.

As the transcript shows, the superintendent did not even call the Park Police himself. He apparently had one of his assistants do so and not even give the assistant sufficient information. 911 resources could have been diverted from a real emergency due to the lack of information Gurban had given the dispatcher. Given the call, the 3 squad cars cannot be considered excessive as they were responding to an unknown, undefined 'emergency.'
Thus, it was not an emergency. Had it been, undoubtedly Gurban would have called himself from his own cell phone and not wait to find an assistant to do it for him from the Rec Center office.
This superintendent, in just a short time, has already surpassed Mary Merrill Anderson for incompetence. Hopefully there will be a sea change in the Board and he'll be removed as he should have been.

What happened once the police, responding to a 911 call the dispatcher classified as "unknown trouble," arrived at the park? Who directed them to Jason Stone? Who told them what crime was being committed and what exactly were they told? Is there a police report?
Supt. Gurban: "I phoned the Park Police and remained in the Lobby area until their arrival ... Soon the Park Police arrived. Also explaining to Mr. Stone that he could not be handing out literature in the manner in which he had. At this point, Mr. Stone agreed to put the literature in his car and not distribute [sic] it any further."
Stone: "I tried to avoid conflict by moving far away from the park building. My distance from the park building did not satisfy Mr. Gurban or the Police, who told me I was standing on private property (it was public property) and that it was unlawful to distribute literature where I stood."
